Obtaining social housing (HLM) in France is a process that requires time, patience and precision in paperwork. An error in the application, an incomplete file or an inappropriate status can lead to a refusal or a long wait.

  • create your personal account on demande-logement-social.gouv.fr
  • select suitable housing types and indicate priority cities/districts
  • update your file if your family or professional status changes
  • understand how commissions work and what to do in case of refusal

You can apply for HLM at any time, but the wait time depends on the city, the urgency and your situation. With our help, you will avoid mistakes and speed up the process.


2) Registration of DALO – Right to priority housing


If you are in a difficult housing situation and cannot find housing that meets your needs, you can take advantage of the DALO (Droit Au Logement Opposable) procedure - this is your legal right to housing in France.


The DS-CONSEILLE Association provides full support for completing the DALO application:

  • determine if you are eligible to file a DALO
  • collect the necessary documents and evidence of your situation
  • fill out the application correctly and send it to the relevant commission
  • prepare for a possible request for additional information
  • make a case for urgency and vulnerability
  • appeal in case of refusal


DALO applies if you:

  • live in overcrowded, temporary or emergency housing
  • homeless or living in an institution for more than 6 months
  • applied for HLM but did not receive an offer for a long time


Once your application is found to be justified, the prefecture is obliged to offer you housing within a reasonable time. In case of inaction, you can go to court, and we will also support you in this.

When there is no stable housing and life circumstances require an urgent solution, temporary accommodation becomes the only way out.

In France, there are several forms of temporary housing - CHRS, foyers, hôtels sociaux - where you can turn if you don’t have a roof over your head.


The DS-CONSEILLE association provides support and assistance in urgent and unstable situations:


We help:

  • assess the urgency of your situation and possible solutions
  • submit an application to the SIAO (Single System for the Allocation of Seats)
  • prepare a dossier and write a reasoned appeal
  • send requests to reception centers, foyers, CHRS
  • explain how the emergency housing system works in France
  • if necessary, arrange overnight accommodation (115) or a hotel through emergency services


CHRS and foyers provide not only housing, but also social support, assistance with food, medical access and document restoration.
