Ukrainian citizens wishing to enter and/or remain in France due to the conflict in Ukraine
Creation of a single window for staying in Ukraine for Ukrainian citizens living in the Maritime Alps.
1. You have a biometric passport and you live in the Alpes-Maritimes department: you are in a normal situation for 90 days. During this period and before the end of these 90 days, you have the opportunity to ask the prefecture to extend your stay.
2. You do not have a biometric passport, you have a short-stay visa that is about to expire and you live in the Alpes-Maritimes department: you have the possibility of requesting an extension at the prefecture of your stay before the expiry date of your short-stay visa.
3. You are applying for "temporary protection" in accordance with the Council Decision of 4 March 2022 (regardless of whether you have a visa or not) and you live in the Alpes-Maritimes department: you have the option of going to the Alpes-Maritimes prefecture to submit your application.

You are welcome without an appointment in the new "Ukraine Department Store"
from Tuesday, March 8 at 14:00, then every day at 14:00,
(In case of heavy traffic you will be given a new appointment, if you are in a normal situation, do not reschedule immediately)
You must present your ID or identity card and those of your family; 4 passport-size photos (adults only); and the following documents:
- if you are accommodated by a reception structure: any document or certificate certifying this accommodation;
- if you are received by an individual: identification card, identity documents, and an EDI invoice or landline telephone number of the receiving party.
PLEASE NOTE, if you are in a regular situation (cases 1 and 2), do not contact the prefecture immediately, you will be asked to come 1 month before the expiration of your documents confirming the regularity of your stay.
REMINDER, if you already have a valid residence permit: your normal procedures have not changed, you must ensure that you request an extension of your residence permit 2 months before its expiry and by post.

Options and procedure for legalizing stay

Due to the impossibility of returning to Ukraine citizens and persons who have a Ukrainian residence permit and are unable to return to their country of citizenship, as well as members of their families, there are now several procedures for legalizing stay in France for this category of persons, which differ from each other depending on your situation.
*It is important to understand that there are 4 options, in addition to the standard procedure for applying for asylum (described earlier) and requesting a residence permit card for work/study/marriage, etc.,
1. Legal stay with a visa-free or tourist Schengen visa;
2. Extension of legal stay without a visa or with a Schengen tourist visa;
3. Request for temporary protection status;
4. Request for regularization due to the impossibility of returning to Ukraine.
Situation 1:
————————
You arrived in France after 24/02/2022 or shortly before the Russian invasion (approximately no earlier than January 2022).
You can request a "Temporary Protection Status" (Protéction temporaire) at the prefecture of your department.
How to get:
- Prepare your passport (and a copy if possible) and 4 photographs for documents.
- Come to the prefecture of the department to a special window/office/queue marked Ukraine. You can come without children. The prefecture of the Alpes-Maritimes (Nice) accepts from 2 p.m. every working day at the address 147 Bd du Mercantour, 06201 Nice (the final stop of the T2 tram "CADAM").
- Take the form provided by the prefectural staff for requesting temporary protection status with the prefectural stamp.
- Fill out a form for each adult, indicating your details, date of entry into France, whether you have minor children, and your permanent address in France (if you are temporarily staying with friends, acquaintances or volunteers, it is better not to write anything, explaining that you do not have an address).
- Give the form, a copy of your passport and photographs to an employee of this Ukraine bureau, and you will either be immediately issued a temporary document Autorisation provisoire de séjour for 6 months, or - if there are a large number of visitors - they will assign you to come on a certain day to pick up the already prepared temporary document Autorisation provisoire de séjour for 6 months.
What does this document provide:
- legal stay in France;
- the right to employment;
- right to health insurance;
- the right to temporary housing;
- the right to travel/visit other EU countries;
- the right to return to Ukraine, for example, to pick up a relative or things.
The validity period of this document, Authorisation provisoire de séjour, is 6 months and can be extended for a total period of up to 3 years.
Situation 2:

You arrived in France before January 2022 and, regardless of the danger of a Russian invasion, you do not have an order to leave the country.
You can request an "Exceptional Residence Permit" Admission exceptionnelle au séjour at the prefecture of your department
How to get:
- Request the Admission exceptionnelle au séjour procedure under the "Motifs exceptionnels ou raisons humanitaires" according to the standard procedure in your prefecture, which can be found on the prefecture's website. In most cases, you must either send a preliminary request by e-mail to the prefecture, or send the form proposed by the prefecture by post to the prefecture's address.
To start the procedure at the Nice Prefecture, you must send the completed form (Formulaire AES au 01052021b.pdf or https://www.alpes-maritimes.gouv.fr/.../Formulaire AES... ) together with all the documents on the list (the list is on the form) by registered mail with notification of receipt, Lettre Recommandée avec Avis de Réception (LRAR), to the address of the prefecture:

It is essential to describe in detail your personal situation of impossibility of returning to Ukraine in French in a specially designated window in the form or on a separate sheet: the house is destroyed, the city is occupied, etc.

Situation 3:

You arrived in France before January 2022 and are in the process of applying for asylum or have already requested regularization or sick foreigner status.
You must wait until your procedure is complete.
If the answer is negative, you can apply for an “Exceptional Residence Permit” Admission exceptionnelle au séjour at the prefecture of your department, in accordance with point 2.
